Lots of gamers use inks for washes. I think this is largely because its the
"Citadel way of painting" (Games Workshop is the 800lb gorilla of the minis
wargame business). I used to use them for washes, but these days I find I get
MUCH better results using an acrylic extender/retarder and regular acrylic
washes. I only use ink when doing washes for flesh (Citadel's aptly named
"Flesh Wash") and get good result with that. IME, ink washes are much more
tricky to use than acrylic washes, and really I see no particular advantage to
them. Try them out to see how it works for yourself, but I don't personally
reccommend them.
As for colors and a brand, I would get the primaries, black, browns and much
used colors (like green). As for brand, I'd check out what the art store has;
don't go for inks sold by minis companies.
