Mr Setter is the "glue" mix and mr softer is the stuff that makes the decals settle onto detail. The instructions on the the setter say:
1: Apply solution to area where decal is to be applied
2: Apply decal and press with cloth
3: Solution can be applied directly to decal if necessary.
The Mr Softer bottle has no instructions, so your guess is as good as mine.
