I always build them up first and then paint them.

I don't prime them, although I suppose you could. In that case I'd use gray, not white.

I approach them as if they are real steel tracks. Generally delivered in an unfinished state to the factory or depot, the metal will get a layer of rust, so I start with an oil wash of burnt sienna. You could use your favorite rust color, but it should be a lighter rust. Then weather as appropriate to match the vehicle.
