The others have mentioned great ideas on painting. I will offer some suggestions regarding that may enhance what ohters have already suggested. The Bannerman article is a great one by the way.
1)Paint the base skin color with acrylic. This dries fast and will be reistant to the wash. Also mix in or over spray the base coat with gloss varnish. this should allow the wash to flow better.
2) don't use turps. I would recommend mineral spirits. Turps tends to gum stuff up, which may be causing the problem you are seeing.
3) when you apply the wash, try laying the figure so the face is looking up toward the sky. Hopefully this will help the wash go into the area you want and not flow to areas you don't want accumulation in.
