I use Winsor & Newton ink for this sort of thing. It’s transparent and water-based but, since it contains shellac, it’s quite easy to keep in place so long as you keep the surface level while you’re painting it. You can keep building up layers using different colours to get the finish you want - there’s about two dozen colours, plus silver and gold, and the orange is a very strong, attractive colour, which looks quite promising for modern manoeuvre beacons. Over a silver base, it can be quite effective as a navigation light if you’re too idle to work a bulb into it. The only slight problem is that it’s not light-fast.
