Hello Paul,
If you have access to Model Master paints I would suggest you try a bottle of MM's Flat Clear Lacquer Finish.
I have been using this for years as my only non-acrylic paint; it gives a really dead flat finish.
Though that might be a personal thing, I find MM Flat Clear so matt that I use it thinned down to 40/60 Flat Clear/Thinner.
I have been trying all kinds of acrylic clear flat finish brands like Vallejo and e.g. Model Masters own acrylic flat but these too give more of an eggshell finish rather than flat.
Pigments do help to flatten the finish, though the problem is that they stick best to really flat paint and a lot less the glossier the paint gets.
