It depends what effect you're after. If you want to lighten the base colour for that faded look, it's probably best to use a different shade for each colour. A progression of shades from darker to lighter (applying each one to less of the surface each time) can give a very subtle highlighting effect. But if you want to give an overall dusty or muddy effect, you can get away with only one colour, or with a number of earth tones that give you the right coating of muck.
One of the virtues of dry-brushing is that, if you're gentle, you can get a sort of filter effect - the underlying colour is modified by the top coat, rather than being covered. I use it this way because it's a lot less messy than making up washes. But then, I'm very old-fashioned.
