Mike,
I live in the Tampa Bay area of Florida and it's pretty tropical and humid here. I paint all my vinyl with either black or dark grey auto primer,after washing in warm water and a grease removing type of dish washing soap.After doing that ,I find I can weather with enamals,oils,powders or acrylics without any breakdown of the plastc itself.After mounting them on the kit,I give them a coat of thinned flat/clear lacquer.I've got a few builds that have been on the shelves for nearly 12 years and the tracks are still tight and will flex. As far as chipping,if you try to make the tracks "move" across the idlers and bogies as in a motorized model,the paint will surely flake,but in normal handling and even after light dusting/cleaning the paint will stay put.Just be sure to clean 'em before you prime to remove any mold release agents that won't allow the primer to "bite in".
