Fred,
I do not know what Russian tow cables were painted or spare track shoes...but when I served in Mech Infantry units, our spare track shoes were painted in heavy and somewhat sticky black paint...when they were right out of the factory they were actually pretty shiny..
Hope this is of some help in your quest to find the right color...
