Yes, I agree that primer is used to form the base for the final paint. But also primer can show errors in seam filling, blemishes in plastic and dust etc getting on the model. With a lacquer primer i can repair the seam problem or sand away the dust/blemish and the primer will sand don in a feathered way not to show up when primer is applied. This Tamiya stuff (which I have used for years as a finishing paint) tended to peel off instead of sand down.
