My favourite used to be Aeromaster Tire Black. Try using either some white
mixed with the black, or even better something like dark grey mixed with a
few drops of black. Flat only, in any event - not much call for Armour All
on tanks. :-)
For weathering, dry brushing with something like Humbrol Matt Earth, or some
ground pastels, might get the effect you want.
