Ed,

I've been looking in a few books and while I found many Panzer IV Ausf D and
E in a similar scheme (as well as many Panzer III Ausf G) I have yet to see
an overall pic of a Pz IV Ausf F1 in that scheme but I'd say it's very
likely. I have a close up pic of a Panzer IV F1 fender where the sand paint
has chipped considerably, revealing Panzer grey paint underneath.
