Like Tim, my preferred method of cement application is a good paint brush. I use a Floquil #1 round Sable, although the cement I prefer is Weld-On #3, which is water thin. I have and do use Tamiya cement (thin & thick) as well, but still use my #1 round to apply the cement. The bottle brushes are just too chunky and imprecise in my opinion. As for cleaning my #1, any dry cement residue remaining in the bristles can be removed by gently rolling the bristles between your thumb and forefinger.
As for 'slobbering' thin cement all over, that is not such a good idea. Most plastic specific cement chemically reacts with plastic, and actually softens the plastic to form a weld between the pieces being joined. Too much cement, and you can destroy detail. Not enough, and your bond will be weak. You only need enough to get the parts to bond. More is not necessarily better. It's not the cement that holds the parts together, but the plastic that has been fused by the chemical reaction; the liquid cement will completely evaporate in a short period of time. That's why you need to work in a well ventilated area.
To answer which cement you should use, that is something you'll have to work out for yourself. It takes practice, and each type has its advantages and disadvantages. You'll soon find that you'll have a preference for one over the other.
