Well, I dunno about hobby shops in the District - I use my Hobbytown in Manassas, Virginia and Piper Hobby in Chantilly Virginia - but you've got the main Smithsonian Air and Space Museum on the Mall downtown, easily accessible by Metrorail. 1:1 Wingy thingies of course, but they've also got a beautiful large-scale model of the USS Enterprise with full airwing. There may be shuttle busses available out to the Udvar Hazy Annex at Dulles Airport too - many more 1:1 winged things including a Concorde and the Shuttle Enterprise. So far as tanks, you'll be about two hours south of Aberdeen Proving Ground in Maryland - if you can get a ride up there I'd highly recommend it.
