I believe this theory has been advanced before, startin about 1919. It
usually seems to resurface whenever the politicians want to divert
money.
I heard of a similar US Army theory utilizing new thechnology, however
no one seems to say where this technology is to come from. So far
protected vehicles always seem to need lots of weight to have armor
value, no matter the technology.
