But itīs all of them. Every aspect is important. A clean build makes painting easy, on the other hand can a good paint job cover a lot of building errors.
Weathering depends on what you want to do with your model. If it justs sits in the shelve, then you should not weather too much. But in a diorama it must fit into the scene (muddy road = dirty vehicle).

I love to modify models, especially the resin kits offer many possibilities of making parts moveable.
So the building aspect is most important. But what is a model without painting....well it can look interesting (i remember this great Nashorn in the Nuts&Bolts book) but i prefer them painted and weathered.

And i try to improve my skills with every model i make, so i do say:
1. the buildin,
2. the painting
3. the weathering

I enjoy them all but i sometimes have difficulties to continue a project....
