Good Question James,
I think the answer will change kit by kit,challenge by challenge.
If a kit is relatively easy to build it may feel like the painting and weathering become more important to the builder beacause he must call upon a little more of his skills in that particular case.I also think if someone has mastered a particluar skill,ie.scratchbuilding, they may be drawn by a nice paint job because that skill seems a bit more difficult to them.I know I am always impressed by well done figures because mine are always less than loveable.I tend to build out of the box with a few simple basic corrections,but I build with an eye to placing the kit in a vignette or diorama,so I am drawn to how a vehicle would look in the field.I am also impressed by any builder who has "stretched their skills"abit by trying something new to them.
