Jim,
A part of me would really like to say that the build is 90% of the battle and the paint job 10%. In terms of time, that's probably how my builds work out. The truth is though, the very best scratch builds, re-builds and detailing jobs put together with the up-most precision still look crappy if the paint job is dull. There's no way I'm going to name names here(!!), but some of best modelling engineers have a distinct lack of imagination when it comes to slapping on the ground up pastels- then wonder why the OOB build that has been painted with tremendous verve and artistic ability attracts more 'ooh's and ahh's' from the non-cognecenti!
The truth is, builds appeal to the head and paint-jobs appeal to heart, not that one is better than other, it's just different disciplines within the wider form, both of which are fun to work with.
