It absolutely MUST be the painting that counts!
When you are browsing the galleries, here or elsewhere, you don't click on the ones that don't look good/cool. do you? If the finish doesn't grab your attention you are never going to notice the minute corrections, the tiny bits of p/e or accurate boltheads anyway, are you?
Personally, I have never changed my opinion of a model I admired on reading it was OTB. But I have followed blogs having been amazed at the attention to detail, the reseach and painstaking work that has gone into it, only to be disappointed when it was finished with enamels and a floor brush.
The most accurate build will never beat a well painted model with a couple of realistic figures, some well rendered stowage and believable weatherig, [for me].
