The best hobby shops here are:
Hub Hobby Center
6410 Penn Avenue
Richfield (inner suburb just southwest of Minneapolis)
Hub Hobby Center
82 Minnesota Avenue
Little Canada (inner suburb north of St. Paul)
http://www.hubhobby.com/index2.ivnu (for both Hub stores)
The Hub stores have a broad selection of plastic kits, some resin figures and photoetch, and a decent spread of Squadron, Osprey, and Concord books and a few mags like Steel Masters and AFV.
Scale Model Supplies
458 Lexington Parkway North
St. Paul, 55104
(651) 646-7781
no web site
This store has a couple display cases crammed full of figures and smaller kits from Verlinden, Warriors, Jaguar, Ironsides, Hobby Fan, Eduard, some Aber. Not very strong on books, but you can find issues of MMIR, Steel Masters, Tamiya, etc.
Both Hub and SMS have large railroad departments, so you can find a lot of bits and bobs and scenic supplies. They also have a lot of paint and tools.
There's nothing to speak of at the Mall of America---though it's a good place to drop the family while you're at the hobby stores.
Cheers
Tim
