I'm pretty sure that was Ted Dyer. I pulled this off Google, can't vouch
for accuracy.
"Source for Kits: Ted Dyer Inc.'s kits are only available directly from
Ted. For more information contact Ted directly at Ted Dyer Inc., New Resin,
P.O. Box 1030, Roslyn, PA, 19001. Besides his current listing of Japanese
kits, Ted will be releasing the amphibious Ka-Mi, Ho-Ki plus additional
artillery pieces in 1/35 scale. He also will soon be releasing 1/16 scale
kits of the Type 89b and the Type 94 kits. A web site address at
JAPANESEARMORKING.COM is forthcoming."
