I use an industrial RTV from Silicones, Inc. and the 7-minute (long) cure
resin from Micro-Mark. I would attach the cartridge bases to a plastic
sheet with white glue. Build a tube or whatnot over this and make your
mold. When you are ready to cast, shake some talcum powder down into the
mold cavity and swish it around, then dump it out and tap/shake/blow any
loose stuff out of the cavity. After you've mixed the resin, use a
toothpick and drip a few small drops into the mold, wetting the sides as
much as possible. Turn the mold around and wet the whole cavity. Use a
flashlight and check that there are no bubbles at the tip - squeeze it or
whatever to pop them. When you are satisfied that it is nicely coated, you
can fill the mold.

When you pull the part, the plug will be at the shell base. You ought to be
able to trim it off square. If not, sand it level and use a disk from thin
plastic sheet to replace the case rim.
