Hi David,
France is one of the founding members of Nato. However, French governments, or perhaps rather presidents, have tended to stress French status by keeping a sort of an arms length distance to Nato command system. This was especially true during De Gaulle's time when it was sometimes even suspected that if Soviets would attack, France would not help to defend Germany. Or that they would defend it with nuclear weapons...
