Scott,
As I understand it, the problem was that they were doing work on the bridge on I-95 just north of the site. When they needed to close the road, they just did. Then they would open it again. This seems to jive with statements made by attendees that they saw no indication of any type of accident, the problem just seemed to go away. The total delay seems to have been about 2 hours.
