I'm only guessing here, having never done it, but could they be filled with
resin or two-part epoxy?

Are you sure the rubber will suffer that fate? I seem to recall that type of
thing happening with old kits with vinyl tires, but there seems to me to be
a lot of rubber out there from the Big T, between FAMOs and Dragon Wagons,
that's a few years old now and I don't seem to have heard about any great
breakdowns en masse.
