. One local seller I bought a lot of stuff from regularly would meet me at
macdonalds for lunch like once a month and I would pick up several kits at
the same time and pay him in person and no shipping.

Hi. I feel it is up to the seller. If the seller says local pick ups
acceptable then it would be ok. You can ask the seller if you could pick it
up but If the seller stipulates a shipping cost in the auction then as a
buyer I feel you should abide by it.
