Have you tried the following ?
Paint your model as yoçu normaly would, no gloss coat.
Apply decals with a STRONG decal setting solution (Gunze Sangyo Mr Softer)
Apply a diluted coat of matt varnish (if the decals are glossy).
Weather to taste.
