Hi Eric:
I think you'll see that photographic evidence supports the regular (if
not widespread) use of padlocks on external stowage bins. I recall
reading how many vehicle crews would carve their vehicle serial numbers
on tools and other equipment liable for theft because guys who lost
theirs, would not hesitate to lift one off of another vehicle just to
avoid trouble.

When you think of personal gear in external stowage boxes, you gotta
recall that all kinds of "loot" and extra food or equipment item could
be there that could pose as a tempting target for the theft-minded.
