European railways ran/run on the same 4 feet, 8-3/4 inches gage as American railroads. The big difference is in the draft gear and wheels. (European stuff is wimpier. Sorry.)

Your best bet is to get plans for something like a PRR FM flat car and go from there. Maybe you can use parts from a #1 scale, but I dunno.

I think I know why we haven't seen any American rolling stock as kits. It would be embarrassing to have a model of American technology that was bigger, better, and badder than anything the Germans could manage.
