I think the other posters have given you great info Andrew. AMPS and IPMS rules are a bit different. I think AMPS gives the modeller more to work with as you get the feedback sheet. The nature of 1st, 2nd, 3rd rankings of IPMS limits this. In smaller competitions that I've judged (w/IPMS type rules), there may only be a few armor judges and we'll have to fire through 6-10 diffent categories. Given the level of overall skill, you quickly develop an eye for the first cut. Obvious building errors or poor finish are definitely the first cut. Then it's a matter of lining up the remaining ones and narrowing down. In good judging teams, there's a good give and take. Hopefully amongst us is a bit of good info about the kit on the table and how much work the modeller must have done to get to the final product.

However, when it comes down to it, nothing replaces basic building and finishing. A scratchbuilt or heavily converted kit with a poor finish, silvered decals, "floating" roadwheels will (and should) be beaten by a nicely finished OOB Skybow 3/4 ton Beep for instance.

With the 1-2-3 system, sometimes we're forced to award 1st when we feel a particular category is just filled with junk.

The AMPS system allows for more detailed analysis of each project and you're more assured that the Gold winners are truly top notch. I've hated awarding a 1st place to a junky model just because there was only two in that particular category.
