The other guys have given excellent answers to your questions. I would like to suggest that you attend some contests and volunteer to judge. Not only will you learn a lot about the judging criteria of the different systems and the different clubs, but you will also learn an awful lot about modelling as well. If you are new to judging or to modelling, you will learn to take an exacting look at the models in front of you and, when more experienced judges start to point out seams on parts you can barely see, you will also get a feeling for the level of queality needed to compete at the different levels. Make no mistake, competing at a regional or local contest is significantly different than competing under the same nominal set of rules at a national event. At AMPS we have tried to establish as set of guidelines that can be used at any level of competition, but even then there are differences.

The one thing to remember is that judging always has a human element to it and that element can and does lead to a large amount of variation in the results.
