There current system here is a 'star' rating. I picked stars for no compelling reason. A kit can be given stars in one-half star increments. So the system is actually 10-point. A kit can also be assigned zero stars and a 'not rated' level. So it's actually a 12 point system.

This applies to the _general_ impression of the kit. The 'not rated', is supposed to be for special circumstances... like if the reviewer got a pre-release sample of doesn't have enough information for a good review, etc. "Not rated" is not meant as the ultimate negative rating, worse than zero even (a couple of people have assumed this).
