As mentioned above, 1/32nd was a simplification from Imperial measurement whilst 1:35th is a simplification from metric measurement. As the japanes were savvy enough to be working in a measurement system based on factors of ten they went with 1:35th which was big enough for motorisation and an easy conversion.
