Adam,
It's an anti-slip coating to prevent the crew from falling from their tank
in slippery conditions like rain. I had the privilege of doing just that
once and the anti-slip coating sure would have been nice. On this type of
Merkava (Merkava 3 Baz?) the upper surface of the turret is sloped so making
it extra hazardous.
Many modern tanks like the M1, Leopard etc. have these coatings. Some have
them only on areas where the crew is supposed the walk frequently (Leopard)
which makes is hard to distinguish but others like this Merkava have it on
almost the complete turret surface. You'll notice that this Merkava coating
is very rough while coatings on the Leopard looks like it's sanding paper.
