Judging from the backdrop and the fact that it has been destroyed, my guess is that it's Iraqi. The Iraqis upgunned a lot of BRDM-2s in an ad-hoc manner. I'd guess this is an example of just that. I hadn't heard of a BMP-1 turret stuck on a BRDM-2 hull, but it doesn't surprise me. I know they also upgunned them to use ZSU-23 23mm, for example. Depending on the breech, that may well also have required a larger turret from something like a BMP-1.
