Hi Ian,
This is not a recovery vehicle, but a missile (FROG) resupply transporter. The crane was used to load the big missile on its launcher vehicle.
Two misiles were carried, one to the left and one to the right of the crane.
The vehicle is indeed a Zil 135, but I cannot find the exact type number for this specialised version.
