That particular vehcile, and another like it with twin jet engines, is designed to put out oil derrick fires in particular.

The Version you are probably thinking of is a Czech vehicle built on a T-55 chassis, the SPOT-55, with a rotating "fighting" compartment on the turret ring, very large adn bulky. A 1/35 scale kit of it was featured in the FSM Great Scale Models 2008 publication.
