Well, they'd have had to drag the PzI back from the border with Egypt, or from some forlorn outpost between there and Tunisia. So I'd say the chances are vanishingly small given the pursuit by the 8th Army, and the prioritization that would have gone on. A PzI command tank would have been a pretty low priority during the retreat, as opposed to something useful like a truck, a Pz III, and armored car etc...
So I take your point we can never say 'never', but it would be quite a stretch.
And I believe it was Tiger II that were painted red with green and purple polka dots...
