Tim,
I agree with you that those aren't Americans. Their caps are too shallow and there appears to be buttons on them, making them look more to me like Brit style "police" caps than US style "overseas" caps. Also, their coveralls don't look like any of the standard issue pattern US ones.
And yes, the corrugated ridges are definitely the indentations for the standard Jeep pioneer tools. And those "doors' are probably canvas add-ons. As for the camo pattern, it looks more like staining to me.
My guess is that those are RAF personnel serving in the Mediterranean.
