i guess its important to pay attention to the actual question!! ok, so NOW i see what we're talking about. i'd have to go with it being a mount for the schurtzen, cuase back by the engine deck there is a metal bar sticking up at about the same height. i'm sure different factories and different workers had their own custom designs, the cross bar that the skirts hang off of must have mounted to these but has been knocked off/removed. so there, my uneducated guess.
