Personally, I'd tend toward option #2, the TC wanting a gun. As A retired armor guy (and combat vet) I hated TC'ing buttoned up and can understand the desire to have an MG at hand for the TC. Also the TC having access to the M2 gives the tank 3 weapons to use at once since the loader can't man the MG if he's loading the main gun. My 2 pfennig.
