Hi the answer is very simple it is factory covering of tar coated paper, this is a very dark brown almost black depending on which way the paper is put over the wire tow rope . I worked it out from a factory photo many years ago - the paper is about 6 inches wide , give or take a bit , hard to calculate from photos . In the factory photo the tow rope is fully covered in this paper . cheers ian
