Thank you all for a very complete address of this issue. I did not have any picture showing clearly the turret roof. My supposition was based solely on the line drawings in the older book on T-28 (I am at work and I do not have the book in front of me, and I do not remember author's name), which showes the star on the cylindrical turrets for different production vintages, but not on the conical turret. However, in the same book a picture of the T-28 specimen in the Finnish museum shows like the turret roof is without the star.

Anyway, your arguments are compelling and the star goes on my T-28's roof (stamped, not welded) whether I want it or not. I am redoing this model for the n-th time to show/correct the panel lines, bolts and rivets absent from, or incorrectly depicted, on the kit. The major shortcoming of this kit are the undersized/missing rivets and bolt. Btw, the major shortcoming of the kits of the Russian tanks such as T-26, T-28 and T-35 the way they are is that the kits show the upper hull panels being riveted when in fact they were bolted down with hex head bolts (in reality quite prominent).
