Yes. While they were not terribly thick, they were intended to have some real armor protection, and as likely be more resistant to being damaged in travel. The intensive armor protection reflected the increasingly defensive nature of the German war, especially for a very high value asset (target). Previously, skirts were originally intended to upset AP rifle rounds and then to pre-detonate shaped charge weapons. The thicker E-100 skirts might well have been intended to upset large calibre AP shells and protect the track and road wheels, which were still vunrible to hits.
