The rail car is a German SSY, identified by the two axel truck on the end. It is rated as a 60 ton car, though I am not sure if this is metric tonnes, short tonned, etc... The only plastic kit of this railcar was from Dragon. They are long OOP and are only available on eBay or through trade.
The SSYMS was used to transport heavy loads like the Tiger tanks and had three axel trucks. The only kits of it are resin. This car was rated for up to 80 tonnes.
There is also a single axel per truck version that is often referred to as a light flatcar. It was rated somewhere between 22-26 tonnes and was done in plastic only DML.
