Not sure exactly what you mean when you talk about a "flange", but if
you're referring to the thin "lip" around the outer edge of outer ring
of the idlers, then I must tell you that that's precisely what all that
work I did on the idlers was about.

AFV Club not only had the idlers wrong by modeling them with a thin lip
over the inner rim of the outer face, but to make things worse, this was
quite badly molded. So I scraped the lip off with an X-Acto, rounded the
inner edge of the outer face of the idler, and glued stretched sprue
along the outer edge. Guess how long all that took... Phew!

Not too clear, hey? Well, hopefully I'll be able to take pics of my M18
sometime soon and post them here.
