Most common way is to mix up some epoxy putty like Milliput, roll out a
string of suitable thicknes, and roll something like a hobby knife over it
to slightly flatten the top. Cut into "bag size" pieces, press some linen
into each side to give it some texture and use a toothpick or similar metal
tool like a pin to press some "stitches" into one end. Position and let dry,
then paint with an appropriate colour.
Shep Paine also talks about using Chiclets with the coating soaked off to
make sandbags in one of his books.
