I like to use epoxy putty. Roll it out into a long even sausage, about
8-10 mm in diameter. Cut the sausage into even lengths with a knife. Try
to be as consistent as possible, but experimentation will be needed at
the beginning to establish just how big a slice you will need.
You will find that the knife cuts at either end of the slice already
make the shape look like a sandbag. A little patting and prodding and
you are there. While the putty is still workable use medium tweezers to
pinch the seams into the bag. Look at your photos to see exactly how the
bags were made, but as a reasonable standard, you should have a seam at
the bottom and down only one side. The top was usually folded over if
the bags were to be stacked but could be tied up at the open end if they
were going to be used on a vehicle or standing up. I generally don't put
any specific "cloth" pattern on my sandbags as it really wouldn't be
visible. I also find that the remaining fingerprints add most of any
needed texture to the bags. Just be sure that it is only and impression
of texture and not the whole fingerprint!
