If you only need a few sandbags, try using very thin cloth cut to size, filled with a pinch of fine grained sand or earth, tying off the end with small thread. Depending upon how many you need and how willing you are to do some tedious work.
Keep in mind that US bags from Vietnam on are a green nylon material when new. Over time they will fade.
