Yes, I think Joe was referring specifically to paint chipping and rust
and giving support for dust. Which the photo supports. Which was
confusing since you gave a title of "hmmmm" while the photograph you
posted supports Joe's statement.
I think it is important that we give text with photos or at least more
descriptive titles to the messages so that misunderstandings do not occur.
